The Theological Education Board (TEB), which is chaired by the
Bishop of Singapore, provides the key governance oversight for St Peter’s Hall (SPH). The Board Members include a mix of clergy and lay members of the Diocese. The TEB reports to the Standing
Committee and Synod, which are the overall governing instruments of the Diocese.
The TEB resolves into 3 committees: the St Peter’s Hall General
Committee, the Lay Training Committee, and the In-Service Training Committee. The Warden of SPH is the Secretary of the TEB, and chairs 2 of the 3 committees. The SPH General Committee comprises the Warden, Associate Wardens, Treasurer, Secretary, and representatives overseeing Property and Facilities, IT and Communications, and student matters.
The Warden of St Peter’s Hall functions like the Executive Director
of SPH. He oversees the Administrative Staff of SPH and the Leadership Team comprising mainly clergy who plan the curriculum and training program of the Schools within SPH.
The Warden is also assisted by the Associate Wardens in
pastoring, training and forming the Anglicans who are enrolled in the Trinity Theological College (affectionately called Petereans). These are full-time and part-time students, preparing for eventual ministry roles in Anglican churches, and experiencing community. There is a student committee headed by a student appointee, and this SPH Team helps the Warden organize student activities and attend to needs in the Peterean community.
St Peter’s Hall (SPH) was started by the Diocese of Singapore in March 1954, and the founding Warden was a Norwegian missionary, The Revd Canon Dr Sverre Holth. Having been a missionary in China, he spoke fluent Mandarin, and was even the founding pastor of St Andrew’s Cathedral Mandarin Congregation in 1954.

St Peter’s Hall was from the beginning mandated to prepare people for ordination and for ministry in the Anglican church. It was always associated with Trinity College (later renamed to Trinity Theological College, TTC) of which the Anglican Church was one of the founding members. SPH was initially located in Woodsville (what is now called St Andrew’s Village at Potong Pasir). Later in 1960, for the sake of shortening the commute to TTC, SPH was moved to Mount Sophia to be adjacent to TTC. This was SPH’s home for the next 4 decades until 2001.
When TTC vacated Mount Sophia to move to Upper Bukit Timah at the turn of the millennium, SPH moved with TTC. SPH now occupies space within one wing of the TTC hostel at the Upper Bukit Timah Road campus. Nevertheless, it continues to retain certain distinctives, being the only Hall in TTC with its own small and beautiful Chapel (see a description of the stained glass panel in Our Symbols), office, library and training room. Set against a backdrop of the densely forested Bukit Timah Hill and cradled in the beautiful campus of TTC, SPH is richly blessed in its current season to provide a conducive context and environment for learning and formation.
The logo of St Peter’s Hall is in the shape of a warrior’s shield, similar to that of Trinity Theological College, which signifies the shield of faith in the armour of God (Ephesians 6:10-18). The sword is yet another piece of armour, the sword of the Spirit, which is the word of God. Both of these symbolise the servant of the Lord fighting spiritual battles in service of the Lord.
The two diagonal keys represent the keys of the Kingdom, which Jesus promised to Peter, as keys are indicative of authority. The ribbon carries the words of Jesus to Peter in the original Greek: “ΒΟΣΚΕ ΤΑ ΠΡΟΒΑΤΑ ΜΟΥ” (transliterated “BOSKE TA PROBATA MOU”) which means “Feed My sheep” (John 21:17). This is the call of Jesus to Peter to shepherd the church.
Our stained glass panel is rich with theological symbols and occupies a central position on the wall just behind the Holy Communion table in the SPH Chapel. It is a montage of snapshots from several key moments in the life of St Peter as described in the Gospels and in church history. It also connects Peter’s call as a ‘fisher of men’ to Old Testament prophecy of the river from the temple teeming with fish and making the Dead Sea fresh (Ezekiel 47)!
When SPH was moving from its Mount Sophia site to its current home in Upper Bukit Timah more than 20 years ago, an artist with a PhD in theology was commissioned to design this stained glass panel. Little did they realise at the time that this artist would go on to be the Chairman overseeing SPH, and the Bishop of the Diocese… none other than Bishop Titus Chung himself! And Bishop Titus has played a major role in re-designing the entire scope and structure of St Peter’s Hall to serve the training needs of the entire Diocese.

According to historical records of the Diocese, St Peter’s Hall (SPH) was started by the Diocese of Singapore in March 1954 as a training centre, dedicated to preparing men and women for fruitful ministry in the Anglican Church. Its status has always been that of a derivative entity of the Diocese of Singapore.
Its role and function are prescribed by the Constitution of the Diocese of Singapore (Schedule F). In 2021, St Peter’s Hall was granted its own Unique Entity Number (UEN) under the Ministry of Culture, Community and Youth, and is registered in the Singapore Charity Portal (www.charities.gov.sg) as an exempt charity.
